Understanding Base Utility Charges

The City of Tonka Bay's utility rates include both base charges and usage charges. The base charges help cover the fixed costs of maintaining the City's utility systems and services, including infrastructure, equipment, billing, maintenance, testing, and service availability.

Because these costs exist whether or not water is actively being used, all properties connected to City utility services are responsible for paying the applicable base fees each quarter, regardless of actual consumption.


This means the base charges apply even if:

  • You are away from your home for an extended period, such as spending the winter elsewhere;
  • Water service has been turned off at the curb;
  • The home is vacant during construction or remodeling;
  • The property is temporarily unoccupied for any other reason.

Only the usage-based portion of the utility bill changes based on actual consumption. If no water is used during a billing period, customers will not incur water or sewer usage charges; however, the quarterly base fees remain in effect.
